This thesis examines the priority directions of human capital development and its role in achieving sustainable economic progress. Human capital is interpreted as a complex economic resource associated with education, professional experience, modern skills, and opportunities for individuals to realize their potential. A review of the academic literature helps explain the relationship between educational attainment, labour productivity, and economic outcomes. The thesis also substantiates the need to develop new competencies in the context of digital transformation and the green economy. The findings identify improving educational quality, promoting lifelong learning, developing labour-market-relevant skills, and expanding equal social opportunities as priority areas. Coordinating these areas can contribute to the effective use of human potential and strengthen long-term economic stability.
